The data-retention directive itself is already highly debateable, as people it is ineffective, and reallocates limited resources that could be used in targetted survelliance to mindless collection of tremendous amounts of data, and, as shown by this proposal, will be used for different un-popular purposes.

Adding this to this directive will further undermine public support for this, by equating private copying and file-sharing with terrorism, and will actually further hamper its purported purpose of tracking terrorists--as by this move, you've placed the file sharing public (a large portion of the public) in the same camp as terrorists. This is most unfortunate, as the public's support is essential for fighting terrorism. In addition, such wide spread use of data-retention will make demand for counter measures, such as strong encryption standard--a feature terrorists can also then more easily use.

From a tactical point of view, this proposal may even be a good thing, as it can help to speed-up the elimination of the data-retention directive alltogether.
